Wrapping a photograph in a PDF is usually all a form actually wants, and converting JPG to PDF here costs you nothing: a PDF can carry JPEG data directly, so your image is embedded byte for byte rather than re-compressed. It happens in your browser, which for a photographed passport or bank statement is the only sensible arrangement.
